Rail – A place from which you can watch poker being played.

The rail is a barrier (sometimes physical and sometimes imaginary) which divides spectators from the playing area. This usually applies to a tournament situation for crowd control. However, even in a ring (or cash) game environment, players standing right behind a friend (sweating them) are said to be watching from the rail. The term rail even applies in the virtual world of online poker to refer to the collective group of observers who type comments in the chat box. Instead of physically standing in a brick and mortar casino to watch, these spectators type from the rail.

Basically, anybody on the rail is observing rather than playing.
