Time -
1. A short interruption of play during which the player thinks about his hand before acting on it.
2. The collection taken by the house, called a time charge.

Each player when faced with a decision has a reasonable amount of time to act on his/her hand. If that player needs additional time, he will call for "time" to let the dealer and other players know that he is aware that it is his turn and he will be acting on his hand shortly. Typically "time" is called when a player is facing a tough decision or when a player is busy doing something (like engaging in a conversation) and notices his cards have been dealt to him, but he hasn't looked at them yet.

The term, time, is also used to describe the collection taken by the casino (house). The house has different ways of collecting their rake. Time collection is when players pay money for a specified amount of play time (usually thirty minutes).
